Where Kebbi’s Farming Economy Took a Big Step
Kebbi became the starting point for one of Nigeria’s best-known farm-finance schemes. The CBN’s Anchor Borrowers Programme was first launched in Kebbi State on 17 November 2015, designed to link smallholder farmers with companies that process their harvest. In Kebbi, that meant dry-season rice and wheat farming, with processors such as the WACOT rice mill in Argungu and the Labana rice mill in Birnin Kebbi serving as buyers for the farmers’ paddy rice. A 2020 statement from the state government said programme officials went out to all 21 local government areas to capture farmers’ bio-data so that only genuine smallholders received loans.
The lesson for anyone farming in Kebbi today is that large buyers and programmes work with farmers they can identify. Mills, input suppliers, lenders and agricultural projects deal more easily with a farmer who has a named, registered business than with one who can’t show any paperwork. A CAC certificate gives you that, whether you grow rice, keep fish, manage a tree nursery or buy and sell produce.
Farming, Fishing and Forestry Businesses We Register Most in Kebbi
- Crop farming: registered businesses growing rice, wheat, grains, vegetables and other crops, including dry-season and irrigated farms.
- Fishing and fish farming: registered businesses running river fishing, fish ponds and fish trading.
- Forestry and tree nurseries: registered businesses raising seedlings, planting trees and supplying forestry products.
- Farm produce aggregation and trading: registered businesses buying from farmers and supplying mills, markets and processors.
- Agro-input supply: registered businesses selling seeds, fertiliser, tools and equipment to farmers.
- Mixed and integrated farms: registered businesses combining crops, fishing and other farm activities under one name.
What Falls Outside This Registration
CAC registration doesn’t replace the approvals specific to farming, fishing and forestry. These are separate:
- Physical/printed copies of your certificate (delivered as a soft copy, and you print locally)
- Land title or tenure documents for the farmland, pond or plantation site
- Fisheries, forestry or other permits from the relevant state agriculture or natural resources authority, where they apply
- NAFDAC registration if you process or package food products, and NAFDAC requirements for agrochemicals and pesticides
- Nigeria Agricultural Quarantine Service (NAQS) clearance for produce you export, along with any export registration
- Loan, grant or farmer-programme applications, which have their own processes and requirements
- Business bank account opening, done with your chosen bank once the certificate is in hand
- Annual returns filing in future years, a small separate step we can also handle when it’s due
What Your ₦35,500 Covers
- Business name availability search
- Business name reservation
- Completion and submission of the CAC Business Name application
- CAC government filing/processing fee
- Your Certificate of Registration (soft copy)
- Tax Identification Number (TIN)
- A CAC Status Report confirming your business is active on the public register
Business Name vs. Limited Liability Company
| Business Name | Limited Liability Company | |
|---|---|---|
| All-inclusive cost | ₦35,500 | ₦65,500 |
| Personal liability protection | No | Yes |
| Documents received | Certificate + Status Report + TIN | Certificate + Status Report + Memart + TIN |
| Works well for | Individual farmers, fish farmers and small produce traders | Large commercial farms, bulk aggregators, or ventures with partners or investors |
For most farmers, fishers and small produce dealers, a Business Name is enough to trade under a registered name, deal with buyers and open a business account. If you scale up to a commercial farm, take on investors or co-owners, or start supplying mills and processors in bulk, a Limited Liability Company is the better fit because it separates your personal assets from the business. You can start with a Business Name and convert later.

Documents to Have Ready
You probably have all of this on hand:

- A passport photograph
- Your business address in Kebbi State, with the LGA
- Phone number and email address
- Nature of business, described simply, for example “rice farming and produce trading” or “fish farming and fish sales”
- If you choose the Limited Liability Company instead: names, ID and details of directors and shareholders
None of this needs advance preparation. Send what you have on WhatsApp whenever it suits you, and we’ll fit it to CAC’s requirements.
The Registration Timeline

The Harvest Is Yours. So Should the Name Be.
Farming, fishing and forestry are decided by things you can’t rush: the rains, the river levels, the growing cycle, and the work you put in every day. The registration is one of the few parts of the business you can finish in a week. When it’s done, your farm is a named business that mills, buyers and banks can record, and your hard-won reputation is attached to something official.
Frequently Asked Questions
How much does CAC registration cost for a farming business in Kebbi State? ₦35,500 all-inclusive for a Business Name, the same in all 21 LGAs. A Limited Liability Company is ₦65,500 all-inclusive.
What do I get for the ₦35,500? Your name search and reservation, the completed CAC filing, the government processing fee, your Certificate of Registration, a Tax Identification Number, and a CAC Status Report showing your business is active on the public register.
Is a Business Name enough for a farm or fishing business? For most individual farmers, fish farmers and small produce traders, yes. It gives you a registered name to trade under and is the main registration you need to start.
Should I choose a Business Name or a Limited Liability Company? A Business Name suits most farmers and small traders. If you’re running a large commercial farm, supplying mills in bulk, or bringing in investors, the Limited Liability Company is worth considering.
Can I register crop farming and fishing under one business name? Yes. One registration covers your business as a whole, and you can describe your nature of business broadly enough to include both.
I farm on family or leased land. Can I still register? Yes. You need a business address in Kebbi State with the LGA, and that can be your farm, pond, storage location or home base.
Does CAC registration give me land ownership or farming permits? No. Land documents and permits from agriculture, fisheries or forestry authorities are separate, so check what applies to your site and activity.
Do I need NAFDAC or export clearance as well? If you process or package food, or export produce, additional approvals such as NAFDAC and NAQS may apply. These are separate from CAC registration.
Will a CAC certificate help me with buyers, loans or farmer programmes? Mills, bulk buyers, lenders and programme administrators often ask for proof of registration, so the certificate is a common first document. Each has its own requirements, so confirm what yours asks for.
Can I open a business bank account with the certificate? Yes. A CAC certificate is one of the main documents banks ask for when opening a business account, along with your ID and other details.
Do you register farms outside Birnin Kebbi? Yes. We register agriculture businesses in all 21 Kebbi LGAs at the same price and turnaround time.
What if my chosen business name isn’t available? Send a backup and we’ll check it right away. Having two or three names ready keeps things moving.
Can I convert to a Limited Liability Company later? Yes. Many farm businesses start with a Business Name and convert as they grow or bring in partners, and we can help with the conversion when you’re ready.
Ready when you are. Send your business name on WhatsApp → and we’ll take it from there.
