What NAFDAC’s Sokoto Crackdown Means for Anyone Starting a Water Business
Packaged water is a regulated food product, and Sokoto has seen how seriously that is taken. In August 2021, NAFDAC’s Sokoto coordinator announced that the agency had sealed 38 sachet water production outlets for contravening production laws, following complaints about water quality and outbreaks of water-related illness. He said that no fewer than 300 “pure water” outlets were registered across the state’s 23 local government areas, and that sealed producers would have to register properly and obtain their licences before resuming. Those figures date from 2021, but the message still applies: a water plant in Sokoto is expected to hold its own NAFDAC approval and meet good manufacturing practice, and inspectors check for it. CAC registration does not replace any of that. What it does is give your plant a registered business name, which is the identity those later applications are made under, so it is sensible to settle it first.
Pure Water and Packaged Water Businesses We Register in Sokoto
- Sachet water producers — the everyday “pure water” lines selling sachets by the bag to shops, kiosks and street vendors.
- Bottled water producers — small bottling lines supplying shops, offices and event organisers.
- Dispenser and 20-litre refill businesses — treated water sold in large bottles for homes, offices and schools.
- Ice block and ice-water makers — producers of ice for drinks sellers, fishmongers and event caterers.
- Water treatment and purification operators — small plants that filter and treat water for sale or for use by other businesses.
- Water distributors and wholesale depots — traders buying in bulk and supplying retailers and vendors.
- Water delivery and tanker services — operators delivering water to homes, shops and construction sites.
Separate From This Registration
Producing water for sale involves approvals from several bodies, and none of them is part of CAC registration:
- NAFDAC registration of your packaged water, along with the facility inspection and the renewals that come with it, handled directly with NAFDAC
- Compliance with NAFDAC’s good manufacturing practice expectations, such as hygiene at the plant, treatment and filtration standards, and correct labelling
- The Standards Organisation of Nigeria’s requirements for drinking water, where they apply to your product
- State and local environmental-health approvals for the production premises
- Any water-source, borehole or waste-water approvals that apply under the state’s or the federal government’s environmental rules
- Safe handling of packaging film, plastic waste and chemicals used in treatment
- State and federal tax obligations that apply to your sales and any staff you employ
- Physical/printed copies of your certificate (delivered as soft copy; print locally whenever convenient)
- Business bank account opening, done with your chosen bank once your certificate is in hand
- Annual returns filing in future years — a small, separate step we can also help with when the time comes
The Full Breakdown of Your ₦35,500
Your ₦35,500 is a single all-inclusive payment. CAC’s filing fee and our service fee are both built in, and nothing is added later. If you prefer to start as a company, the Limited Liability Company is ₦65,500, all-inclusive.
- A search to confirm your proposed business name is available
- Reservation of the name once it is confirmed
- Completion and submission of the CAC Business Name application
- The CAC government filing/processing fee
- Your Certificate of Registration (soft copy)
- A Tax Identification Number (TIN)
- A CAC Status Report showing your business as active on the public register
Business Name vs. Limited Liability Company
| Business Name | Limited Liability Company | |
|---|---|---|
| All-inclusive cost | ₦35,500 | ₦65,500 |
| Personal liability protection | No | Yes |
| Documents received | Certificate + Status Report + TIN | Certificate + Status Report + Memart + TIN |
| Best for | Owner-run sachet lines, small refill stations and local distributors | Larger plants with partners, heavier equipment spending or outside investors |
A Business Name suits an owner-operated plant that needs a legal name for sales, supplier invoices and a bank account. A Limited Liability Company is worth considering when ownership is shared, when you invest in more machinery or a second line, or when larger buyers prefer to deal with a company. Many producers start with a Business Name and move up as volumes grow.

The Plant Never Really Switches Off
Anyone who runs a water plant knows the day has its own rhythm. The treatment tanks and filters need checking, the sachet machine has to keep running, bags need counting and loading, and orders have to be out to retailers before the afternoon heat sends customers looking for something cold. Then there are generator fuel, film rolls and the occasional breakdown that stops everything for an hour. Customers see none of this; they just want a cold sachet they can trust. Putting your name on the CAC register is one job that can leave your to-do list entirely. After that, your plant has a registered name for invoices, supplier accounts and bank paperwork.
Is This Right for Your Business?
We’re not the right fit for everyone, and we’d rather say so — here’s who usually benefits most from working with us:
- Your plant runs from early morning through the afternoon heat, and between machine checks, deliveries and restocking film and fuel you can’t spare a day for CAC’s portal — you want the paperwork finished while production carries on.
- You’re aiming past selling at the factory gate — toward supplying shops, kiosks, schools and event organisers on a steady basis, adding bottled water or a second production line, and you want a registered name to grow under.
- You want honest advice, not an upsell — if a Business Name covers your stage, that’s what we’ll recommend.
- You want things kept simple — your details, one payment, your certificate.
If that sounds like you, send your business name and we’ll get started.
Frequently Asked Questions
How much does CAC registration cost for a pure water business in Sokoto State? ₦35,500 all-inclusive for a Business Name, the same wherever in Sokoto State your plant is. A Limited Liability Company is ₦65,500 all-inclusive.
What do I get for the ₦35,500, and how long does it take? The name search and reservation, the completed CAC filing, the government fee, your Certificate of Registration (soft copy), a TIN and a CAC Status Report. It usually takes 5–7 working days, and everything is sent to you on WhatsApp.
Is a Business Name enough for a pure water plant? For most owner-run sachet lines, refill stations and local distributors, yes. It gives you a registered name to trade under. If a Business Name covers your stage, that’s what we’ll recommend.
Does CAC registration give me a NAFDAC number? No. NAFDAC registers packaged water separately, and it inspects the plant as part of that process. CAC registration gives your business its legal name and identity.
Can I sell pure water with only a CAC certificate? No. A CAC certificate does not authorise you to sell packaged water. NAFDAC approval for the product is a separate requirement, and you should check the current steps with the agency.
Which comes first, CAC or NAFDAC? NAFDAC applications are generally made by a registered business, so the CAC certificate is normally one of the first documents you will need. Confirm the exact order with NAFDAC.
Will registering my business renew or replace my NAFDAC registration? No. NAFDAC numbers are issued and renewed by NAFDAC alone, and registration with CAC does not affect them.
Can I register sachet water, bottled water and ice under one name? Yes. Describe the nature of business broadly, such as production and sale of packaged water and ice. Each product may have its own approvals.
Can I use words like “Pure Water”, “Table Water” or “Aqua” in my business name? Often yes, but CAC checks every name against its register and naming rules, and similar names may already be taken. Send two or three ranked options and we’ll test them.
Which address should I use for the registration? You need a business address in Sokoto State with its LGA. If the plant is not yet built, send the address you plan to use.
Can I register before my plant is ready? Yes, as long as you can supply a Sokoto State address and its LGA for the application. Equipment and approvals can follow.
Do you register water businesses outside Sokoto city? Yes. We register businesses across all of Sokoto State, from Illela and Tangaza to Tambuwal and Kebbe, at the same price and turnaround.
Will shops and distributors ask for my registration? Buyers sometimes ask for proof of registration before placing regular orders, so the certificate is a useful document to have. It does not guarantee any order.
Can two of us register a water business together? A Business Name can be held by one or several owners, and each person’s ID and details are needed. With partners or an investor, a Limited Liability Company may suit better, and we’ll tell you honestly which fits.
Can I open a business bank account with the certificate? Yes. A CAC certificate is one of the main documents banks ask for, along with your ID and other details.
Is the TIN included? Yes. A Tax Identification Number is part of what you receive for the ₦35,500.
Do I need to file anything with CAC in later years? Registered businesses have annual returns to file. It is a small, separate step, and we can help with it when the time comes.
What if my proposed business name isn’t available? Send a backup name and we will check it right away. Having two or three options ready keeps things moving.
Can I upgrade from a Business Name to a Limited Liability Company later? Yes. Many producers start with a Business Name and convert when the plant grows or investors join. We can assist with the conversion.
When does it make sense to start with a Limited Liability Company? If you are building a larger plant, sharing ownership, or expect buyers or investors to insist on a company, the company route is worth considering from day one.
Whenever your plant is ready for a registered name, it takes one message. Send your business name on WhatsApp →
