Campus Towns, School Lists and the Copyright Law

Ogun State has an unusually busy education map for a business that sells books and paper. Its universities and polytechnics include Babcock University at Ilishan-Remo, Covenant University and Bells University of Technology at Ota, the Federal University of Agriculture and Crescent University at Abeokuta, Olabisi Onabanjo University, Tai Solarin University of Education and the Federal Polytechnic at Ilaro, with schools in every division besides. Each term, that means students, parents and school bursars buying textbooks, notebooks, printing and binding.

Two sets of rules sit over the trade. At the end of September 2026, the Federal Ministry of Education published an approved textbook list for 2026–2028 covering Primary 1, Primary 4, JSS 1 and SS 1, and urged publishers, schools and procurement bodies to follow it when choosing textbooks for those classes. Separately, the Nigerian Copyright Commission has warned booksellers, printers and photocopiers against reproducing, selling or keeping pirated books under the Copyright Act, 2022. It notes that the Act’s penalties have no upper limit on fines or prison terms, and that schools buying from piracy hotspots may be treated as booksellers themselves.

CAC registration doesn’t settle either question. What it gives you is the registered name that school buyers, suppliers and banks expect to see on your quotations and invoices.

Books and Stationery Businesses We Register in Ogun State

Separate From This Registration

Selling books and paper brings its own rules, and none of them are covered by CAC registration:

The Full Breakdown of Your ₦35,500

Your ₦35,500 is a single all-inclusive payment for a Business Name registration. CAC’s government fee and our service fee are both inside it, so nothing is billed afterwards. If you’d prefer to begin as a company, a Limited Liability Company is ₦65,500, also all-inclusive.

Business Name vs. Limited Liability Company

Business NameLimited Liability Company
All-inclusive cost₦35,500₦65,500
Personal liability protectionNoYes
Documents receivedCertificate + Status Report + TINCertificate + Status Report + Memart + TIN
Best forSingle bookshops, stationery shops and small print centresMulti-outlet retailers, school-supply wholesalers, and businesses with partners or investors

A Business Name suits you when you own and run the shop yourself and need a legal name for invoices, supplier accounts and a bank account. A Limited Liability Company starts to make sense once you’re running several outlets, supplying schools or offices on larger orders, sharing ownership, or taking in outside money, because the company then stands apart from your personal assets. Many bookshops start with a Business Name and convert later.

Reams, Terms and Rush Weeks

A bookshop’s year runs on deadlines that have nothing to do with you. Schools reopen and parents queue for exercise books and textbooks, exam season sends students looking for past questions and photocopies, and the print counter jams on the one afternoon everyone needs a bound project. Restocking means chasing suppliers, counting reams and checking that what you’re selling is the genuine copy. Registering the business name is a job that can leave your counter entirely. When it’s done, your shop carries a legal name that school buyers, wholesalers and your bank will recognise.

Frequently Asked Questions

How much does CAC registration cost for a bookshop or stationery business in Ogun State? ₦35,500 all-inclusive for a Business Name, the same wherever in Ogun State your shop is. A Limited Liability Company is ₦65,500 all-inclusive.

What do I get for the ₦35,500? Everything needed to put your shop on the register: name search and reservation, the CAC filing and its government fee, a soft-copy Certificate of Registration, a TIN and a CAC Status Report.

Is a Business Name enough to open a bookshop or stationery shop? For most owner-run shops and print centres, yes. A Business Name gives you the registered identity to trade, invoice and bank. Premises and other approvals are separate matters.

Do I need approval to sell school textbooks? CAC registration is not an approval to sell any particular title. The Federal Ministry of Education publishes approved textbook lists that schools and publishers are urged to follow for the classes covered, so check the current list if you supply schools.

What are the copyright rules for booksellers and photocopy shops? The Nigerian Copyright Commission has warned booksellers, printers and photocopiers against reproducing, selling or holding pirated books under the Copyright Act, 2022. Stock genuine copies and ask the Commission about what you may copy.

Can I sell books and run printing and photocopy services under one name? Yes. Describe the nature of business broadly so it covers both, and keep the copyright rules in mind for the printing side.

Can a stationery wholesale business be registered the same way? Yes. A wholesale distributor is registered as a Business Name like any other business.

Can online or mobile book sellers register? Yes. You still need a business address in Ogun State and its LGA for the application.

Do you register bookshops serving universities and polytechnics? Yes. Campus-area shops are registered the same way as any other bookshop, at the same price and turnaround.

Can I register more than one outlet under one name? One registration covers your business as a whole. Premises approvals generally relate to each location, so confirm what applies to every outlet.

I rent a stall or a small shop. Can I still register? Yes. You need an address and LGA for the application. Whether the premises suit your trade is a separate matter for the relevant authorities.

Will a CAC certificate help me supply schools and offices? Buyers often ask for proof that you are a registered business before placing regular orders, so the certificate is useful. It does not guarantee any order.

Do you register businesses outside Abeokuta and Ota? Yes. We register bookshops and stationery businesses across all of Ogun State, from Idiroko and Ilaro to Ijebu Ode and Sagamu, at the same price and turnaround.

How soon can I start using the certificate? Your certificate, TIN and status report normally arrive within 5–7 working days. After that you can use them for invoices, supplier accounts and bank applications.

Can I open a business bank account with the certificate? Yes. The certificate is one of the main documents banks request, along with your ID and other details.

Is the TIN included? Yes. Your TIN comes with the ₦35,500, delivered alongside the certificate and status report.

Do I need to file anything with CAC in the following years? Yes, registered businesses have annual returns to file. It’s a short, separate step and we can help when the time comes.

What if my proposed business name isn’t available? Send a backup name and we’ll check it right away. Two or three options in hand keep things moving.

Can I upgrade from a Business Name to a Limited Liability Company later? Yes. Many bookshops start with a Business Name and convert when more outlets, partners or larger school contracts arrive. We can assist with the conversion.

When does it make sense to start with a Limited Liability Company? If you’re opening several outlets, sharing ownership with partners, or an investor or institutional client wants a company structure, the Limited Liability Company route is worth considering from day one.
