Jos Is Getting a Modern Abattoir, and Frozen Food Sellers Are Already Under Closer Watch
On 15 June 2026, the Federal Ministry of Livestock Development broke ground on a modern abattoir in Jos designed to process 500 bulls a day. The project is funded through the World Bank-supported Livestock Productivity and Resilience Support Project and is being implemented by the Plateau State Government. The Minister said Plateau was chosen partly for its existing livestock activity and the presence of the National Veterinary Research Institute at Vom. The plan promises veterinary inspection, hygienic slaughter and cold-chain logistics, and it is an early-stage project, not yet a working plant.
Meat hygiene is already a live issue in the state. The Plateau Environmental Protection and Sanitation Agency has shut down an abattoir in Jos North that it described as illegal and unhygienic, and the state House of Assembly has urged regular meat inspection across all local government areas, including checks before and after slaughter. At the federal level, NAFDAC has publicly warned frozen food dealers against selling unregistered and prohibited products. For a seller of frozen chicken, fish or meat, a registered business name is the first thing that makes you a traceable, accountable business in the eyes of customers, suppliers and officials. It does not replace NAFDAC, state inspection or any other approval, and the list further down says which ones to plan for.

Business Name vs. Limited Liability Company
| Business Name | Limited Liability Company | |
|---|---|---|
| All-inclusive cost | ₦35,500 | ₦65,500 |
| Personal liability protection | No | Yes |
| Documents received | Certificate + Status Report + TIN | Certificate + Status Report + Memart + TIN |
| Best for | Frozen food shops, meat stalls and small cold-room retailers run by one owner | Importers, processors, larger cold-chain operators, and businesses with partners or investors |
If you run a shop or stall on your own and need a registered name for supplier invoices, restaurant customers and a bank account, a Business Name is usually enough. A company starts to make sense when you import frozen products, process or package meat, hold larger stock, or bring in partners, because the business then stands apart from your personal assets. Plenty of sellers begin with a Business Name and upgrade as their cold storage and customer list grow.
Documents to Have Ready
- Two proposed business names, in order of preference

- A passport photograph
- Your business address in Plateau State, with the LGA
- Phone number and email address
- Nature of business, described simply, e.g. “sale of frozen foods, fish and meat” or “frozen food distribution and cold storage”
- If you choose Limited Liability Company instead: names, ID and details of directors and shareholders

- Check name availability on CAC’s public search portal — done on our end.
- Reserve the name as soon as it is confirmed.
- Complete the application with your business, owner and Plateau State address details.

- Pay the ₦35,500 filing fee, one payment for everything listed above.
- Receive your Certificate of Registration, TIN and Status Report, usually within 5–7 working days.
Your involvement ends with sending the details and paying once; the filing, follow-up and certificate delivery stay with us.
What Falls Outside This Registration
CAC registration gives your business a legal name, and that is all it does. Food and meat businesses answer to several other bodies, so plan for these separately:
- NAFDAC registration and facility inspection if you package, repack or process food or meat products under your own label. NAFDAC treats packaged food as a registered-product category, and its small-scale food guidelines list meat, poultry and fish products among them.
- NAFDAC clearance for imported frozen meat, fish and poultry, which involves product registration, a permit and supporting documents such as a radiation analysis certificate for meat and fish products. Perishable food must also come in under controlled temperature.
- Meat inspection and hygiene requirements set by Plateau State authorities, including the ministries of Agriculture, Livestock and Health, for meat from live animals through to retail
- Sanitation and environmental health requirements for your premises, including those enforced by the Plateau Environmental Protection and Sanitation Agency
- Food handler’s certificates for staff, where your product or the authorities require them
- Market stall, shop or cold-room premises levies charged by your local government
- State and federal tax obligations that apply to your type of trade
- Business bank account opening, done with your chosen bank once your certificate is in hand
- Physical/printed copies of your certificate (delivered as soft copy; print locally whenever convenient)
- Annual returns filing in future years — a small, separate step we can also help with when the time comes

Cold Rooms Don’t Take Days Off
Frozen food runs on routines that never stop: cartons counted at first light, the freezer thermometer checked whenever the power drops, fuel for the generator, and a customer on the phone asking whether the fish has come in. Meat sellers add their own pressure, from the early morning supply to the slab to the afternoon rush when stock has to be sold before it spoils. In a day like that, a filing portal is the last thing you want to open. Handing the registration to us means your business can gain a legal name on invoices, supplier accounts and bank forms without a single hour spent away from the freezer.
You’ll Probably Like Working With Us If…
Different business owners want different things from an agent — this is who we serve best:
- You’re receiving cartons at dawn, counting stock against the freezer log, or serving customers at the counter while the generator runs — you’d rather the paperwork be filed without you closing early to sit at the CAC portal.
- You’re planning to grow beyond one freezer — from a retail outlet to supplying restaurants, caterers and hotels, adding a second cold room, or moving into processed and packaged meat as cold-chain and processing options in the state develop.
- You prefer being told what you actually need — if the Business Name does the job today, we’ll leave the company route for when it’s worth it.
- You want things kept simple — your details, one payment, your certificate.
If that’s the kind of service you want, message us and we’ll begin.
Frequently Asked Questions
How much does CAC registration cost for a frozen food or meat business in Plateau State? ₦35,500 all-inclusive for a Business Name, the same wherever in the state you are. A Limited Liability Company is ₦65,500 all-inclusive.
What do I get for the ₦35,500? The name search and reservation, the completed CAC filing, the government fee, your Certificate of Registration (soft copy), a TIN and a CAC Status Report.
Is a Business Name enough to run a frozen food shop or meat stall? For most owner-run outlets, a Business Name gives you the legal name and registration you need to start. Food-safety and meat-inspection approvals are separate matters.
Does CAC registration replace NAFDAC registration? No. NAFDAC regulates registered food products and the facilities that package them. CAC gives you the registered business identity you operate under.
Do I need NAFDAC approval to sell frozen chicken, fish or meat? NAFDAC has warned frozen food dealers against selling unregistered and prohibited products, and packaged or processed food generally needs NAFDAC registration. Which of your products fall under that depends on what you sell and where it comes from, so ask your nearest NAFDAC office.
Can I sell fresh meat and frozen foods under one business name? Yes. Describe the nature of business broadly, such as sale of frozen foods and meat, and one registration covers both. Each type of product may still carry its own approvals.
Who inspects meat in Plateau State? Meat inspection and hygiene rules are handled by state authorities, and the state Assembly has urged regular inspection across all LGAs. Check with the relevant state ministries what applies to the way you source and sell.
What if I import frozen products from outside Nigeria? CAC registration is your starting point. Imported frozen meat, fish and poultry must go through NAFDAC’s import clearance, so confirm the requirements for your products before you order stock.
I repack or package meat under my own brand. Does that change anything? The CAC registration is the same. Packaging products under your own label brings NAFDAC product registration and facility inspection, which are handled separately.
Do I need separate approval for my cold room or premises? CAC does not cover your premises. Environmental health and sanitation requirements, and any fire-safety or local government levies, apply to the location itself.
Can I register more than one outlet or cold room under a single business name? One registration covers your business as a whole. Approvals tied to premises generally attach to each location, so confirm what every outlet needs.
I haven’t secured my shop or cold room yet. Can I still register? You need a business address in Plateau State, with the LGA, for the application. If you are still arranging premises, send the address you plan to use.
Will a CAC certificate help me supply restaurants, caterers or hotels? Businesses that buy in volume often ask for proof of registration before placing regular orders, so the certificate is a useful document to hold. It does not guarantee any order.
Can I open a business bank account with the certificate? Yes. A CAC certificate is one of the main documents banks ask for when opening a business account, along with your ID and other details.
Is the TIN included? Yes. A Tax Identification Number is part of what you receive for the ₦35,500.
Do I need to file anything with CAC in later years? Registered businesses have annual returns to file. It is a small, separate step and we can help with it when the time comes.
What if my proposed business name isn’t available? Send a backup name and we will check it right away. Having two or three options ready keeps things moving.
Can I upgrade from a Business Name to a Limited Liability Company later? Yes, and we can assist with the conversion. Many sellers start with a Business Name and upgrade when stock grows or partners join.
When does it make sense to start with a Limited Liability Company? If you plan to import in volume, process or package meat, share ownership with partners, or an investor requires a company, the Limited Liability Company route is worth considering from day one.
