POS Registration: Where the Rules Stand
Few trades have been pushed toward formal registration as firmly as POS and agency banking. On 6 December 2025 the CAC issued a public notice saying that from 1 January 2026 no POS operator should run without CAC registration, and that fintech companies enabling unregistered agents would be reported to the CBN. By late June 2026 the commission’s board chairman was reported to be asking the EFCC for help with enforcement and with building a database of operators, and the commission was saying only about a fifth of operators had registered. Operators’ associations have disputed parts of the directive, particularly for individual agents, so enforcement has been uneven and the position can change. Separately, the CBN’s October 2025 agent-banking guidelines were reported to require agents to work with a single principal institution from April 2026.
For an Oyo State operator, the practical point is that your bank or fintech partner is likely to be the first to ask for proof of registration, and they set their own onboarding requirements alongside CAC’s. The state government has also begun a data-collection exercise for micro, small and medium businesses across all 33 local government areas and LCDAs, another place a registered business is easier to count. We register the business name; what your partner, the CBN or CAC currently requires on top of that is worth confirming with them directly.

- Any additional step that the CAC, the CBN or your principal institution requires for agency banking as a distinct activity. Confirm the current position with them.
- Registration with the Nigeria Data Protection Commission, which has been reported to apply to POS operators classed as data controllers or processors of major importance. Check whether it applies to you.
- Licences or approvals from the Nigerian Communications Commission for any telecom service you offer beyond ordinary retail, where applicable.
- Product-standard and type-approval requirements for handsets or devices you import, where applicable.
- Shop, kiosk and signage permits from your local government and the state, where they apply.
- State and federal tax obligations that apply to your kind of business.
- Opening a business bank account, which you do with your chosen bank once the certificate is in hand.
- Annual returns in later years, a small separate step we can help with when it falls due.
What Your ₦35,500 Covers
One payment of ₦35,500 covers a telecom or POS business anywhere in Oyo State. CAC’s filing fee and our own fee are both inside it, so nothing is added once you’ve paid. If you’d prefer to start as a company, a Limited Liability Company is ₦65,500, all-inclusive.
- Checking that your preferred business name is available
- Reserving the name once it clears
- Completing and submitting the CAC Business Name application
- CAC’s government filing/processing fee
- Your Certificate of Registration, as a soft copy
- A Tax Identification Number (TIN)
- A CAC Status Report showing your business as active on the public register
Business Name vs. Limited Liability Company
| Business Name | Limited Liability Company | |
|---|---|---|
| All-inclusive cost | ₦35,500 | ₦65,500 |
| Personal liability protection | No | Yes |
| Documents received | Certificate + Status Report + TIN | Certificate + Status Report + Memart + TIN |
| Best for | Individual POS agents, airtime resellers and phone shops | Operators running several outlets, or businesses with partners or outside investors |
For a single terminal, a recharge counter or a phone shop run by its owner, a Business Name is usually enough: it gives you a legal name for your bank account, your partner’s onboarding and your receipts. A Limited Liability Company starts to make sense when you run several outlets, bring in partners or financiers, or want the business to stand apart from your personal assets, which matters more once significant cash passes through your hands. Many operators begin with a Business Name and upgrade as they grow.

A Queue at the Counter Doesn’t Wait for Paperwork
Your day runs on small things going right: the network staying up through a rush of withdrawals, the float topped up before it runs dry, the right recharge voucher on the shelf, a screen protector fitted while the customer waits. Nobody on the other side of the counter is thinking about CAC’s portal, and neither should you have to be. Handing the registration to us leaves you with a recognised business name that can go on receipts, supplier invoices, partner onboarding forms and bank paperwork, while the terminal stays on and the line keeps moving.
You’ll Probably Like Working With Us If…
We’re not the right fit for everyone, and we’d rather say so — here’s who usually benefits most from working with us:
- You’re serving a line of customers, juggling withdrawals, airtime requests and a terminal that has to stay online — stepping away to deal with CAC’s portal would mean closing up shop for the day.
- You’re growing from one terminal to several outlets, or from POS into phone sales, data reselling or a bill-payment corner — and your bank or fintech partner will want a registered name behind the business.
- You want honest advice, not an upsell — if a Business Name covers your stage, that’s what we’ll recommend.
- You want things kept simple — your details, one payment, your certificate.
If that’s the kind of service you want, message us and we’ll begin.
Frequently Asked Questions
How much does CAC registration cost for a POS or telecom business in Oyo State? A Business Name is ₦35,500, all-inclusive, the same in every part of the state. A Limited Liability Company is ₦65,500, also all-inclusive.
What do I receive for the ₦35,500? The name search and reservation, the completed CAC application, CAC’s government fee, your Certificate of Registration as a soft copy, a TIN and a CAC Status Report.
Do POS operators have to register with CAC? The CAC has said so, and has set deadlines for it, and banks and fintech partners increasingly ask for proof. Some operators’ associations dispute the requirement for individual agents, and enforcement has been uneven. Registering gives you a verifiable business identity either way.
Is a Business Name enough for a POS business? For an owner-run POS counter, a recharge outlet or a phone shop, a Business Name usually gives you the registered name you need. Your bank or fintech partner may have its own conditions on top, which are handled separately.
I already have a business name for another trade. Does it cover POS? That depends on what the registration says about the nature of the business and on what your partner and CAC currently require. Send us the details and we’ll tell you honestly whether a new registration is needed.
What should I write as the nature of business? Keep it plain and specific, such as “POS and agency banking services” or “airtime, data and phone accessories”. If you do several things, mention them in one description.
Do airtime resellers, phone shops and repair points register the same way? Yes. The CAC process and the cost are the same for every telecom retail and service business.
Does CAC registration replace onboarding with my fintech or bank? No. Onboarding, terminal activation and agent checks are done by your partner. CAC registration gives you the registered name they will ask for.
Will my fintech or bank accept the certificate? Partners commonly ask for proof of registration, so the certificate is a useful document to hold. Each partner sets its own requirements, so no certificate guarantees onboarding.
Do I need an NCC licence? Ordinary retail of airtime, SIMs, handsets and accessories is not the same as providing a telecom service. If you offer something beyond retail, check with the Nigerian Communications Commission. This is separate from CAC.
Do POS operators have to register with the Nigeria Data Protection Commission? It has been reported that POS operators classed as major data controllers or processors may need to, and a court has been reported to have upheld that power. Check the current position with the commission, since it is separate from CAC.
Is the TIN included? Yes. A Tax Identification Number comes with the ₦35,500.
How long does registration take? Usually 5–7 working days once your details and payment are in.
My shop or terminal is outside Ibadan. Can you still register me? Yes. We register businesses in every council area and town of Oyo State, from Ogbomosho and Oyo to Saki and Igbo-Ora, at the same price and turnaround.
I operate from a kiosk or a spot in a market. What address do I use? The application needs a business address in Oyo State and its LGA. Send the place where you operate or plan to operate.
What if my first-choice name isn’t available? Send a backup and we’ll check it straight away. Two or three options keep things moving.
Can I run several terminals or outlets under one registration? One registration covers your business as a whole, and you can describe it broadly. Your partner may have its own rules for terminals and locations, so confirm those with them.
Can I open a business bank account with the certificate? Yes. A CAC certificate is one of the main documents banks ask for, along with your ID and other details.
Do I need to file anything with CAC in later years? Registered businesses have annual returns to file. It is a small, separate step, and we can help when it falls due.
Can I upgrade to a Limited Liability Company later, and when should I start with one? Yes, you can convert, and many operators begin with a Business Name and upgrade as they grow. A company is worth considering from day one if you run several outlets, share ownership with partners or have an investor who requires that structure.
