Why POS Operators in Plateau State Are Being Asked to Formalise

The rules around POS and agent banking tightened sharply between late 2025 and 2026. In October 2025, the Central Bank of Nigeria (CBN) issued revised guidelines for agent banking operations. For agents that are not individuals, the supporting documents include a CAC certificate of incorporation or business name registration, along with the BVNs of the people behind the business. Two further provisions took effect from April 1, 2026: an agent may work with only one principal, and each POS terminal is tied to the agent’s registered location, within roughly ten metres of it. Reports on the guidelines also say that mobile or itinerant POS operations, once common at markets and events, are no longer permitted.

The Corporate Affairs Commission followed with its own notice in December 2025, directing POS operators to register before January 1, 2026 and warning that terminals belonging to unregistered operators could be seized or shut down.

Plateau makes these rules matter. The state’s own investment booklet estimates a population of around 4.1 million, with roughly three-quarters living in rural areas and the rest in urban ones, spread across 17 local government areas. In small towns far from a bank branch, a POS outlet is often the nearest place to withdraw or deposit cash. That makes a fixed, registered location with a registered business name more than a formality: the address on your certificate is the address your terminal is expected to work from. Rules like these keep changing, so check the current requirements with your provider before you apply.

For most individual POS and phone-shop owners, a Business Name does the job: it is the registration that CBN’s guidelines accept for agents that are not individuals, and it gives you a legal name for your principal, your bank and your customers. A Limited Liability Company becomes worth considering when several people share ownership, when you plan to manage a network of agents, or when an investor wants a company on the paperwork. It is common to begin with a Business Name and upgrade later.

Customers Don’t Wait for Paperwork

A queue at the counter, a network that drops halfway through a transaction, a customer who needs change right now, and a float that needs topping up before the afternoon rush — the working day in this trade leaves very little room for anything else. Registration is one task you can hand off. Once it is done, your outlet operates under a recognised name that your principal, your bank and your customers can all see on paper.

Questions Plateau POS and Telecom Business Owners Ask

How much does CAC registration cost for a POS or phone business in Plateau State? ₦35,500 all-inclusive for a Business Name, wherever in the state you operate. A Limited Liability Company is ₦65,500 all-inclusive.

What do I get for the ₦35,500? The name search and reservation, the completed CAC filing, the government fee, your Certificate of Registration (soft copy), a TIN and a CAC Status Report.

Is CAC registration required to run a POS business? CBN’s revised agent banking guidelines list CAC registration among the documents for agents that are not individuals, and the CAC directed POS operators to register before January 1, 2026. Requirements keep evolving, so confirm the current position with your provider.

Is a Business Name enough for a POS outlet? For most single-owner outlets, yes. A Business Name is an accepted form of registration under the guidelines for non-individual agents. Larger operations with partners or a network of agents may prefer a company.

Does CAC registration make me an agent? No. Becoming an agent is a separate process with a bank, fintech or super agent, which carries out its own checks and gives you a terminal. CAC registration gives you the registered name that process asks for.

Can I still work with several POS providers at the same time? Under the guidelines, agents work with only one principal from April 1, 2026. Your provider can confirm how that applies to you, as it is separate from CAC registration.

Does the address I give matter? Yes. The guidelines tie a terminal to the agent’s registered location, so give the address where you will actually operate, with its LGA.

Can I register a POS business that also sells airtime, data and phone accessories? Yes. Describe the business broadly, for example POS services, airtime and data sales, and phone accessories, and it can all sit under one name.

Do I need a licence from the Nigerian Communications Commission? Not for ordinary reselling of airtime, data or phones, but providing certain telecom services can call for one. That is separate from CAC, so check with the Commission for your specific activity.

I don’t have a shop yet. Can I register now? You need a Plateau State address and its LGA for the application. If you are still arranging premises, send the address you plan to use.

Can I register more than one outlet under one business name? One registration covers your business as a whole. Each terminal is generally tied to its own location, so check with your provider what each outlet needs.

Do you register businesses outside Jos and Bukuru? Yes. We register businesses across all of Plateau State, from Langtang and Shendam to Mangu, Pankshin and Wase, at the same price and turnaround.

Can I open a business bank account with the certificate? Yes. A CAC certificate is one of the main documents banks ask for. Your principal also assigns a dedicated account or wallet for agent transactions, which is separate from this.

Is the TIN included? Yes. A Tax Identification Number comes with the ₦35,500.

Do I need to file anything with CAC in later years? Registered businesses have annual returns to file. It is a small, separate step, and we can help when it is due.

What if the name I want is already taken? Send a backup name and we will check it quickly. Two or three options ready at the start keep things moving.

Can I upgrade from a Business Name to a Limited Liability Company later? Yes. Many owners start with a Business Name and convert when the business grows or partners join. We can assist with the conversion.

When does it make sense to start with a Limited Liability Company? If you have partners, plan to manage a network of agents, or an investor requires a company structure, the company route is worth considering from day one.

Will a CAC certificate help me get onboarded by a provider or super agent? Providers and super agents ask for proof of registration, so the certificate is a document you will need. Onboarding is their decision, and the certificate does not guarantee approval.
