Advertising agencies, PR consultants, printers, billboard operators and social media managers in Rivers State all sell the same thing in different forms: attention for somebody else’s business. Their own business, though, often has no registered name behind it. Onelove Business Ventures is an accredited CAC agent, and we register advertising, branding and public relations businesses anywhere in the state, from agency offices in Port Harcourt to one-person studios in the smaller towns.
A Business Name costs ₦35,500, all-inclusive, with CAC’s filing fee and our service fee in one figure. A Limited Liability Company is ₦65,500, also all-inclusive. Either way, the certificate arrives in 5–7 working days. All we need to begin is your business name, sent to us on WhatsApp — the rest is our job.

What’s Included in the ₦35,500
One payment of ₦35,500 covers all of the following for a Rivers State advertising or PR business. Nothing is added later. A Limited Liability Company is ₦65,500, also all-inclusive.
- A check that your preferred business name is available
- Reservation of the name once it clears
- Preparation and submission of your CAC Business Name application
- CAC’s government filing fee
- Your Certificate of Registration (soft copy)
- Your Tax Identification Number (TIN)
- A CAC Status Report showing your business as active on the register
What’s Not Usually Included
Registering the name is one step. Advertising and PR work comes with other obligations, and these are separate from your ₦35,500:
- Printed copies of your certificate — we send a soft copy, and you print it locally whenever it suits you
- Registration or licensing of advertising practitioners with the Advertising Regulatory Council of Nigeria, where it applies to your type of work — check the current requirements
- Registration and permits from the Rivers State Signage and Advertisement Agency if you own, build or place billboards, hoardings or other outdoor signage
- Broadcast approvals and any advert-vetting rules for radio, television or regulated product categories, handled through the relevant bodies
- Licences or permissions for the music, images, fonts and footage you use in client campaigns
- Data protection duties under the Nigeria Data Protection Act 2023 if you handle customer lists or run targeted digital campaigns
- Written contracts with clients and suppliers, which you arrange yourself
- State and federal tax obligations that apply to your business
- A business bank account, which you open with your bank once the certificate is in hand
- Annual returns in later years — a small, separate step we can help with when the time comes
Business Name or Limited Liability Company?
| Business Name | Limited Liability Company | |
|---|---|---|
| Price (all-inclusive) | ₦35,500 | ₦65,500 |
| Protects personal assets | No | Yes |
| Documents you receive | Certificate + Status Report + TIN | Certificate + Status Report + Memart + TIN |
| Usually suits | Freelancers, small studios, printers and owner-run agencies | Agencies with partners, outdoor operators with heavy assets, or firms chasing corporate accounts |
A Business Name is usually enough for a freelancer, a small creative studio or an owner-run agency. It gives you a registered name for quotations, invoices and a bank account. A company starts to make sense when partners share ownership, you take on corporate retainers or outdoor assets that carry real financial exposure, or an investor wants a company structure. Many owners register a Business Name first and convert later.
Rivers Has One Regulator for Outdoor Advertising
If your agency touches billboards, hoardings or signage in Rivers State, one body sits over the whole state. The Rivers State Signage and Advertisement Agency (RISAA) was created by Law No. 2 of 2015 of the Rivers State House of Assembly. Before the law was passed, the state government signed an agreement with the chairmen of all 23 local government councils handing the regulatory powers to the agency. RISAA describes itself as the only organisation empowered by law to register, collect and issue permits to owners and operators of billboards and other outdoor signage in the state, and says its work is meant to protect Port Harcourt’s Garden City reputation.
For an agency, the practical point is that outdoor work anywhere in the state is dealt with through one regulator, and clients who book outdoor space will want to know the structure is permitted. A registered business name gives you an identity to register under. CAC registration is not a RISAA registration or permit, and its requirements, fees and renewals should be confirmed with the agency directly.
You Sell Attention, So Your Own Paperwork Waits
A brief arrives on Monday, the client wants a revised layout by Wednesday, the printer needs artwork by Thursday and the banner must be up by Friday. Releases go out before events, captions go up before breakfast and invoices chase payments that were promised last week. Your own registration is easy to push to the bottom of that pile, because nobody is paying you to do it. It is a task you can hand over completely. Once it is done, your proposals, invoices and bank details can carry a registered name that clients and suppliers are able to check.

You’ll Probably Like Working With Us If…
Not every registration service is the right match for every business owner, and that’s fine — here’s who tends to get the most out of working with us:
- Your week runs on briefs, client revisions and print deadlines — a banner has to be up by Friday, a release has to go out before the event — and CAC’s portal never makes it onto the list.
- You are moving from small jobs for neighbours and local shops towards retainers, corporate accounts or outdoor campaigns, where clients ask for a registered business before a contract is signed.
- You value a straight answer over a sales pitch — if a Business Name is enough for where you are, we’ll tell you that, not upsell you into the LLC.
- You want things kept simple — your details, one payment, your certificate.
If that sounds like you, send your business name and we’ll get started.
Frequently Asked Questions
How much does CAC registration cost for an advertising or PR business in Rivers State? A Business Name is ₦35,500, all-inclusive, wherever in the state you work. A Limited Liability Company is ₦65,500, all-inclusive.
What is included in the price? The name search and reservation, the completed CAC application, CAC’s filing fee, your Certificate of Registration (soft copy), a TIN and a CAC Status Report.
Is a Business Name enough for a freelancer or small agency? For most freelancers, small studios and owner-run agencies, yes. Companies and organisations often ask for proof of registration before awarding work, so the certificate is a useful document to have, though it does not guarantee any client or contract.
Does CAC registration cover ARCON or RISAA requirements? No. Practitioner registration with the advertising regulator and permits from the Rivers State Signage and Advertisement Agency are separate from CAC registration. Check the current rules for your type of work with those bodies.
Can I register as a PR consultant or social media manager working alone? Yes. A one-person consultancy or digital marketing service can be registered the same way as an agency.
Can one name cover advertising, PR, printing and promotions? Yes. Describe the nature of business broadly, and one registration can cover all of it. Specific activities, such as outdoor structures, may need their own approvals.
Do you register businesses outside Port Harcourt, such as in Bonny, Omoku or Ahoada? Yes. We register advertising and PR businesses across Rivers State at the same price and turnaround.
When does a Limited Liability Company make sense, and can I upgrade later? A company is worth considering from the start if you have partners, own outdoor assets, are aiming for corporate retainers or are bringing in an investor. Otherwise, many owners register a Business Name first and convert as the business grows. We can help with that conversion.
What if my preferred business name is taken? Send a second or third option and we will check it right away. Having backups ready keeps things moving.
Can I open a bank account, and is there anything to file in later years? Yes, a CAC certificate is one of the main documents banks ask for when opening a business account, along with your ID and other details. Registered businesses also have annual returns to file, which is a small, separate step we can help with.
