Cold Rooms, Power Cuts and the Frozen-Food Rules

Frozen food is one of the categories NAFDAC watches most closely. At a sensitisation visit to Kado Fish Market in Abuja, NAFDAC’s director-general warned frozen-food dealers to stop selling unregistered and prohibited products, said the federal ban on importing frozen chicken, turkey and catfish would be enforced, and urged buyers to choose locally produced, NAFDAC-registered products. In October 2024, NAFDAC’s North-West zone began surveillance visits to cold rooms in Kaduna to check storage and distribution practices, with particular attention to temperature control during a power outage in the north. Zamfara is also in Nigeria’s North-West region, so cold-room standards and power reliability are live issues for anyone storing frozen stock here.

Zamfara’s butchers and livestock traders also appear in the regional picture: a report on Kaduna’s modernised Zango Shanu abattoir, with its cold rooms and hygienic meat shops, said it had drawn butchers and livestock traders from neighbouring Katsina and Zamfara. We found no equivalent report for a Zamfara abattoir, so check what facilities and inspection arrangements are available near you. NAFDAC’s inspection guideline for meat and fish processing describes an application on company letterhead, an inspection of the premises, laboratory samples and labels that follow NAFDAC’s pre-packaged food rules. CAC registration does not replace any of that; it gives your business a registered name, and a registered name is a practical starting point for the letterhead application.

A Business Name is usually enough when you run a freezer shop, butchery or small processing unit under your own name and need a registered name for invoices, supplier accounts and a bank account. A Limited Liability Company becomes worth considering when you expand into cold storage or wholesale supply, share ownership, or bring in investors, since the business then stands apart from your personal assets. Many owners start with a Business Name and upgrade later.

A Business That Never Stops Humming

A frozen-food business lives by its freezers: the compressor humming, the temperature checked, deliveries unloaded quickly, stock rotated, customers served, and one eye always on the power supply. When the light goes, every hour counts. A butcher’s day starts even earlier. With all that, the paperwork rarely gets a turn. Registering the business name is one job you can hand over completely. Once it is done, your business trades under a recognised name on receipts, supplier invoices and bank paperwork.

Frequently Asked Questions

How much does CAC registration cost for a frozen-food or meat business in Zamfara State? ₦35,500 all-inclusive for a Business Name. A Limited Liability Company is ₦65,500 all-inclusive.

What do I get for the ₦35,500? The name search and reservation, the completed CAC filing, the government fee, your Certificate of Registration as a soft copy, a TIN and a CAC Status Report. Nothing is charged after the payment.

How long does registration take? Usually 5–7 working days once your details and payment are in.

Is the price the same in every LGA? Yes. The price, documents and turnaround are identical anywhere in Zamfara State.

Is a Business Name enough for a frozen-food business? For most owner-run freezer shops, butcheries and small processing units, yes. It gives you the registered name you need to start. NAFDAC, cold-storage and premises matters are separate.

When does a Limited Liability Company make more sense? If you are building a cold-storage or wholesale business, sharing ownership with partners, or an investor or large client wants a company structure, the LLC route is worth considering from day one.

Can I upgrade from a Business Name to a Limited Liability Company later? Yes. Many owners start with a Business Name and convert as the business grows. We can assist with the conversion.

Can I register a frozen-food shop? Yes. Shops selling frozen chicken, fish and meat register under the same Business Name price. NAFDAC requirements for what you sell are separate.

Can I register a cold room? Yes. A cold-storage business registers the same way. Setting up and powering the cold room is separate from CAC.

Can I register a butchery or meat shop? Yes. Butchers and meat shops register the same way. Slaughter and inspection arrangements are separate.

Can I register a poultry processing business? Yes. Describe the activity in the nature of business, for example “poultry processing and sales”. NAFDAC and veterinary requirements are separate.

Can I register a kilishi, dried-meat or sausage business? Yes. Processors of dried meat, sausages and similar products register the same way. NAFDAC requirements for your products are separate.

Can fish sellers register? Yes. Sellers of frozen and smoked fish register the same way as other food businesses.

Can I register a frozen snacks or ready-to-cook food business? Yes. These businesses register the same way. NAFDAC requirements for packaged products are separate.

Can wholesalers and distributors register? Yes. A business that supplies shops and caterers can be registered at the same price.

Do I need NAFDAC approval? It can apply to processed meat and fish products and to premises, and it is a separate step handled by NAFDAC. We do not do it for you, so ask NAFDAC what applies to your products and premises.

Does NAFDAC inspect meat and fish processors? NAFDAC has an inspection guideline for meat and fish processing that describes an application, an inspection and laboratory samples. Check the current requirements with NAFDAC.

Does CAC registration replace NAFDAC approval? No. CAC registration gives your business a registered name. NAFDAC approval comes only from NAFDAC’s own process.

Can I sell imported frozen chicken, turkey or catfish? NAFDAC’s director-general has said the federal ban on importing frozen chicken, turkey and catfish will be enforced. Check the current rules with NAFDAC before you buy or sell such products. We do not handle that.

Can I use another company’s NAFDAC number on my products? No. Use only your own approved registration and labels, and buy from suppliers who can show theirs.

Do I need an abattoir or slaughter arrangement? Slaughter and meat inspection involve the state veterinary and health authorities. These are separate from CAC and we do not handle them.

What about backup power for my freezers and cold room? Backup power and temperature monitoring are separate from CAC. NAFDAC’s cold-room checks in Kaduna paid particular attention to temperature control during a power outage, so plan for it.

Do my delivery vehicles need approval? Refrigerated delivery vehicles can have their own registration and hygiene requirements. These are separate from CAC and we do not handle them.

Do my staff need medical or hygiene certificates? Hygiene and health requirements for people handling food are separate from CAC, and the relevant health authorities can advise.

Do I need a cold room before I register? You need a business address and the LGA. A shop, stall or cold-room address works. If you are still arranging premises, send the address you plan to use.

Do I need insurance for stock? Insurance is separate from CAC. A business that holds frozen stock may want cover for loss from power failure or equipment breakdown, and an insurer can advise.

Will the certificate help with hotels, schools or event caterers? Organisations often ask for proof of registration before buying regularly, so the certificate is a useful document to have. It does not guarantee any order.

I run more than one outlet. Do I register each? One registration covers your business as a whole. Any premises approvals are separate, so confirm what each location needs.

Can I put a freezer shop and a butchery under one name? Yes. Describe the nature of business broadly, for example “frozen foods and meat sales”. Some activities may have their own approvals.

Can I open a business bank account with the certificate? Yes. A CAC certificate is one of the main documents banks ask for, along with your ID and other details.

Is the TIN included? Yes. A Tax Identification Number is part of what you receive for the ₦35,500.

Will I get a printed certificate, and how is it delivered? You receive a soft copy on WhatsApp, which you can print locally whenever you like.

What if my first-choice name isn’t available? Send a backup name and we will check it right away. Having two or three options ready keeps things moving.

What should I write as the nature of business? Keep it simple and broad, such as “frozen foods and meat sales” or “butchery and meat processing”. We can help you word it when you send your details.

Do I need to file anything with CAC in later years? Yes, registered businesses file annual returns. It is a small, separate step and we can help with it when the time comes.

Do you register frozen-food and meat businesses outside Gusau? Yes. We register frozen-food and meat businesses in all 14 LGAs of Zamfara State, from Talata Mafara and Kaura Namoda to Anka and Shinkafi, at the same price and turnaround.
