Onelove Business Ventures is an accredited CAC agent, and we handle the name search, the filing and the certificate for pharmacies, patent medicine shops, laboratories and sample-collection points in every part of the state. Sealed Doors and Business Names: The Pharmacy Council in Rivers State
Regulators of the medicine trade are visibly active in Rivers State. In an enforcement exercise reported in October 2022 across Port Harcourt, Obio-Akpor and Ikwerre, the Pharmacy Council of Nigeria (PCN) said it visited 543 premises and sealed 379 of them, made up of 66 pharmacies and 313 patent medicine shops. The offences it cited included operating without registration, unauthorised sale of medicines and poor storage. Later enforcement rounds in the state have been reported as well, so owners should expect inspections to continue.
Two rules matter here. First, operating a pharmacy without PCN registration is illegal whether or not your name is registered with CAC, so the CAC certificate is a first step and not a licence. Second, PCN’s Registration of Pharmaceutical Premises Regulations, 2005, as described by Nigerian legal commentary, accept evidence of business-name registration in place of a certificate of incorporation for pharmacist-owned retail premises, and require retail pharmacies to be owned by a registered pharmacist or by pharmacists in partnership. Medical laboratories answer to a different body, the Medical Laboratory Science Council of Nigeria (MLSCN), which registers and inspects them. In practice the order is simple: register the business name, then apply to the right council for your premises. Check each council’s current requirements before you apply, because they are updated from time to time.

What Falls Outside This Registration
A CAC certificate gives your business its legal name. Medicine and laboratory trades answer to health regulators as well, and these steps are handled separately:
- Printed copies of your certificate (delivered as a soft copy; print locally when it suits you)
- Registration and inspection of your pharmacy premises with the Pharmacy Council of Nigeria, including a superintendent pharmacist and the annual renewal of the premises licence
- Registration of your laboratory with the Medical Laboratory Science Council of Nigeria, and licensing of the scientists and technicians who run it
- NAFDAC requirements for any drug, herbal or health product you make or import; products you stock for sale should already carry a NAFDAC registration number
- Rules on controlled and prescription-only medicines, and any requirements from the Rivers State Ministry of Health
- Safe storage, cold-chain and fire-safety arrangements for your premises
- Biomedical and clinical waste disposal for laboratories and collection points
- Permits from the Rivers State Signage and Advertisement Agency if you put up outdoor signage or a billboard
- State and local levies and federal tax obligations that apply to your kind of business
- Business bank account opening, done with your chosen bank once your certificate is in hand
- Annual returns in later years, a small separate step we can help with when it falls due
What Your ₦35,500 Covers
Your ₦35,500 is one all-inclusive payment for a Rivers State pharmacy, laboratory or medical-supply business. CAC’s government fee and our service fee are both inside it, and no extra charge follows once you’ve paid. If you would rather start as a company, a Limited Liability Company is ₦65,500, also all-inclusive.
- Name availability search on CAC’s public register
- Reservation of the name you choose
- Preparation and submission of your CAC Business Name application
- CAC’s government filing and processing fee
- Certificate of Registration (soft copy)
- Tax Identification Number (TIN)
- CAC Status Report showing your business is active on the register
Business Name or Limited Liability Company?
| Business Name | Limited Liability Company | |
|---|---|---|
| All-inclusive cost | ₦35,500 | ₦65,500 |
| Personal asset protection | No | Yes |
| Documents received | Certificate + Status Report + TIN | Certificate + Status Report + Memart + TIN |
| Best for | Single-owner pharmacies, patent medicine shops, small labs, collection points | Distributors, larger diagnostic centres, partners or investors sharing ownership |
For a pharmacist-owned retail shop, a small laboratory or a patent medicine outlet, a Business Name often does the job, and PCN’s premises rules mention business-name registration for pharmacist-owned retail premises. A Limited Liability Company becomes the better choice when the business grows into distribution, a larger diagnostic centre, several partners or outside investors, because the business then stands apart from your personal assets. If you are opening a laboratory, MLSCN publishes its own CAC-related requirements, so check them before you pick a structure. Many owners begin with a Business Name and upgrade later.

Documents to Have Ready
- Two proposed business names, ranked by preference
- A valid ID — National ID (NIN), international passport or driver’s license
- A passport photograph
- Your business address in Rivers State, with the LGA
- A phone number and an email address
- What the business does, in plain words, e.g. “pharmacy and medical supplies” or “medical diagnostic laboratory services”
- If you choose Limited Liability Company: the names, ID and details of directors and shareholders
The Registration Timeline

- Reservation — we reserve the name once it is confirmed.

- ID and photo — you send your ID and passport photograph; a phone photo works fine.
- Payment — you make one payment of ₦35,500 covering everything listed above.

Beyond that first message and a single payment, there’s nothing left for you to chase up.

Careful Work, Careful Records, One Less File to Chase
You already do work where small details count: checking an expiry date twice, counting stock before the supplier leaves, explaining a dosage to a patient who is anxious, labelling a sample correctly before the courier arrives, releasing a result on the day you promised. There are records to keep and a counter that cannot be left unattended. Registering the business name is the one job on that list we can take off you completely. When it is done, your pharmacy or lab trades under a recognised name on receipts, supplier invoices and bank paperwork.
A Good Match If…
Before you decide, here’s an honest look at who gets the most from our service:
- You’d rather not wrestle with CAC’s portal between prescriptions, a queue at the counter and the morning’s sample run — you want the paperwork finished while the shop or lab keeps running.
- You’re growing from one counter or small lab toward more — a second outlet, home-service sample collection, or supply to clinics and smaller shops — and you want a registered name to grow under.
- You want honest advice, not an upsell — if a Business Name covers your stage, that’s what we’ll recommend.
- You want things kept simple — your details, one payment, your certificate.
If that sounds like you, send your business name and we’ll get started.
Questions Rivers State Pharmacy and Laboratory Owners Ask Us
How much does CAC registration cost for a pharmacy or laboratory in Rivers State? ₦35,500 all-inclusive for a Business Name, the same wherever in Rivers State you operate. A Limited Liability Company is ₦65,500 all-inclusive.
What does the ₦35,500 cover? The name search and reservation, the completed CAC filing, CAC’s government fee, your Certificate of Registration (soft copy), a TIN and a CAC Status Report.
How long does it take? Usually 5–7 working days. The certificate is delivered as a soft copy on WhatsApp, and you can print it locally.
Is a Business Name enough for a pharmacy? For a pharmacist-owned retail shop, PCN’s premises rules mention business-name registration as acceptable evidence, so it is often enough to get started. PCN’s own requirements still apply, so confirm them with the council before you commit.
Does CAC registration let me start selling medicines? No. Operating a pharmacy without PCN registration is illegal even if the name is registered with CAC. The CAC certificate gives you a registered name to apply under.
Who is allowed to own a retail pharmacy? That is set by PCN, not CAC. Its premises regulations require retail pharmacies to be owned by a registered pharmacist or pharmacists in partnership, so check with PCN before you invest.
I run (or plan) a patent and proprietary medicine shop. Can I register? Yes, we can register the business name. PCN registration and its limits on what such shops may sell are separate, and enforcement in Rivers State has focused on both.
Does a laboratory need anything beyond CAC? Yes. Medical laboratories are registered and inspected by MLSCN, and its staff must be licensed. MLSCN publishes its own CAC-related requirements, so check them before choosing a registration type.
Can one name cover a pharmacy and a laboratory? Yes, describe the nature of business broadly, for example “pharmacy, laboratory and medical supplies”. Each activity still needs its own regulator’s approval.
What about an online pharmacy? We can register the business name. PCN has separate rules for online pharmacies, so check them before you launch.
Does NAFDAC apply to my business? NAFDAC registers drugs and other regulated products before they are sold. If you make or import products, you’ll deal with it directly, and products you stock for sale should carry NAFDAC registration numbers.
Will a certificate help with hospitals, clinics or company clients? They often ask for proof of registration before arranging recurring supply or testing work, so the certificate is a useful document to hold. It does not guarantee any contract.
Do you register businesses outside Port Harcourt? Yes. We register across all of Rivers State, from Bonny and Okrika to Ahoada and Omoku, at the same price and turnaround.
I haven’t chosen my premises yet. Can I still register? You need a business address with its LGA for the application. PCN inspects premises as part of its own process, so send the address you plan to use and confirm its suitability with PCN.
Can I register several outlets under one name? One registration covers your business as a whole. Premises registrations with the regulators are generally per location, so confirm what each outlet needs.
Can I open a business bank account with the certificate? Yes. A CAC certificate is one of the main documents banks ask for when opening a business account, along with your ID and other details.
Is the TIN included? Yes. A Tax Identification Number is part of what you receive for the ₦35,500.
Do I have to file anything with CAC in later years? Registered businesses have annual returns to file. It is a small, separate step and we can help when it falls due.
What if my first-choice name is already taken? Send a second name. That is why we ask for two, and we’ll check the backup right away.
When does a Limited Liability Company make more sense? If you plan to run distribution, a larger diagnostic centre, share ownership with other pharmacists or bring in an investor, a company is worth considering from day one. Otherwise many owners start with a Business Name and convert later, and we can assist with the conversion.
