Plastic in Nasarawa: A New State Waste Policy and New National Rules

Two developments in 2026 make plastic a more regulated trade than it used to be. In Nasarawa, the state’s Ministry of Environment and Natural Resources and the group GIFSEP presented the Nasarawa State Integrated Waste Management Policy 2026, described as the state’s first since its creation. At a validation workshop on the draft in Lafia, a speaker put the state’s solid waste at between 1,500 and 2,000 tonnes a day, much of it from Lafia, Keffi, Karu and Nasarawa LGAs. The Director-General of the Nasarawa State Waste Management and Sanitation Authority has said the state secured Federal Ministry of Environment support for a plastic recycling plant in Karu.

Nationally, NESREA’s National Environmental (Plastic Waste Control) Regulations 2026 place responsibility on manufacturers, importers, brand owners and recyclers. They include phased requirements such as recycled PET content, starting at 25% from 1 January 2028. NESREA has said the 80-micron provision in Regulation 26 relates to certain plastic bags and is not a blanket ban on plastic packaging. The Manufacturers Association of Nigeria has raised concerns about the rules, so the details are still being worked out and are worth checking for your own products. Whether you trade, make, print or recycle plastic, the starting point is the same: a registered business whose name appears on your invoices, your supplier accounts and any producer or recycler paperwork that follows.

Plastic and Polythene Businesses We Register in Nasarawa State

What Falls Outside This Registration

CAC registration gives your business its legal name. These items are separate, and which of them apply depends on whether you trade, make, import or recycle.

What Your ₦35,500 Covers

CAC’s government fee and our service fee are both folded into the ₦35,500. A Limited Liability Company, if that suits you better, is ₦65,500, also all-inclusive.

Business Name vs. Limited Liability Company

Business NameLimited Liability Company
All-inclusive cost₦35,500₦65,500
Personal liability protectionNoYes
Documents receivedCertificate + Status Report + TINCertificate + Status Report + Memart + TIN
Best forNylon and plastic traders, small moulding workshops, printers and collectorsProducers and recyclers with plant and machinery, and operators with partners or investors

A Business Name suits most traders, collectors and small workshops run by one owner. A Limited Liability Company is worth weighing once you hold costly machinery or large stock, take on partners or investors, or place your own plastic products on the market at a scale where producer obligations could apply to you. The business then stands apart from your personal assets. Many plastic businesses begin with a Business Name and convert later.

Bales, Rolls and Deliveries: Your Day Is Already Full

A plastics business is a business of weight and timing. The resin or nylon delivery arrives, the machine needs attention, the baler has to keep running, and buyers are waiting at the counter before the market opens. Your day is made of quantities and deadlines, and a registration portal does not fit into it. Of everything on your list, registration is one of the few items that can be completed once and then left alone, and afterwards your business has a registered name for supplier accounts, invoices and the producer or recycler paperwork that may follow.

Frequently Asked Questions

How much does CAC registration cost for a plastic or polythene business in Nasarawa State? ₦35,500 all-inclusive for a Business Name, whichever LGA you are in. A Limited Liability Company is ₦65,500 all-inclusive.

What do I get for the ₦35,500? The name search and reservation, the completed CAC filing, the government fee, your Certificate of Registration (soft copy), a TIN and a CAC Status Report.

Is a Business Name enough for a plastic trader or small producer? For most owner-run traders, collectors and small workshops, yes. It gives you a registered name to trade under. If you hold costly machinery, share ownership, or produce at scale, consider a Limited Liability Company.

Can one registration cover plastic trading, nylon printing and packaging supply? Yes. Describe the nature of business broadly, such as plastic and polythene trading and packaging, and one registration can cover them together.

Does CAC registration satisfy the national plastic waste regulations? No. The National Environmental (Plastic Waste Control) Regulations 2026 are enforced by NESREA and are separate from CAC. CAC registration gives your business a legal name; check with NESREA whether any producer, reporting or permit requirements apply to you.

Does the 80-micron rule mean my nylon bags are banned? NESREA has said the 80-micron provision in Regulation 26 relates to certain plastic bags and is not a blanket ban on plastic packaging, and that implementation is phased. Because the details are still being worked out, check NESREA’s current guidance for the specific products you make or sell.

I produce sachet or bottled water. Does this registration cover NAFDAC? No. NAFDAC registration for water and other consumables is separate. CAC registration gives you the registered business name those applications are made under.

Can I register a plastic collection or recycling business? Yes. A collection, aggregation or recycling business can be registered the same way. Waste-handling and recycling permits from state or federal bodies, where they apply, are separate.

Will manufacturers, distributors or supermarkets ask for proof of registration? Companies often ask suppliers for proof of registration before placing regular orders or paying invoices, so the certificate is a useful document to have. It does not guarantee any order.

Can I get registered before my first big order? The usual turnaround is 5–7 working days, so message us early. Send a backup name too, in case your first choice is taken.

Do I receive a printed certificate? The certificate comes as a soft copy on WhatsApp, and you print it locally when you need it.

Is the TIN included? Yes. A Tax Identification Number is part of what you receive for the ₦35,500.

Can I open a business bank account with the certificate? Yes. A CAC certificate is one of the main documents banks ask for, along with your ID and other details.

Do you register businesses outside Lafia and Karu? Yes. We register plastic and polythene businesses across all 13 LGAs, from Akwanga and Wamba to Keana and Toto, at the same price and turnaround.

What if I don’t have a factory or shop yet? You need a business address in Nasarawa State, with the LGA, for the application. A home or storage address is fine if that is where the business is based. Send the address you plan to use.

When does it make sense to start with a Limited Liability Company? If you are setting up a production line or recycling plant, bringing in partners or investors, or a client or financier requires a company structure, the Limited Liability Company route is worth considering from day one.

Can I upgrade from a Business Name to a Limited Liability Company later? Yes. Many plastic businesses start with a Business Name and convert as machinery, stock and contracts grow. We can help with the conversion.

What if my proposed name isn’t available? Send a backup name and we will check it straight away. Two or three options ready keeps things moving.

Do I need to file anything with CAC in later years? Registered businesses have annual returns to file. It is a small, separate step, and we can help with it when the time comes.

Can I import resin or machines after registering? CAC registration gives you the registered business name. Import documentation, duties and any standards checks are handled separately, so confirm the current requirements before you order.
