Akure’s POS Crackdown and the National Push to Register Agents

POS operators in Ondo have seen how closely their trade can be watched. In March 2023, during the naira cash shortage, Blueprint reported that EFCC operatives moved through Akure South and Akure North, with an eyewitness putting the number picked up around Oja Oba market at about 80 agents. The operatives were said to be asking agents where their cash came from and what they charged customers. Whatever one makes of that episode, it showed how closely an agent’s cash and charges can be scrutinised, and how useful it is to have a proper, recognisable business behind the terminal.

Nationally, the push to formalise agents has gone further. In 2024, the Corporate Affairs Commission and fintech companies agreed a deadline of 7 July for POS operators and their merchants to be registered, with the CAC citing Section 863(1) of CAMA 2020 and the CBN’s 2013 agent banking guidelines. The Association of Mobile Money and Bank Agents in Nigeria (AMMBAN) pushed back, arguing that registration is not mandatory for individual agents. In January 2026, ThisDay reported that the CAC, backed by the CBN, was saying all POS operators must register agency banking as a distinct business activity, and that operators were divided over the idea of a separate registration. Because this area has been moving, confirm the current requirement with your bank, fintech or super-agent before you rely on any one reading. In either case, a registered business name is the base everything else sits on.

What Falls Outside This Registration

What Your ₦35,500 Covers

One payment of ₦35,500 settles the CAC filing fee and our service fee together, so there’s no second invoice later. If you’d rather begin as a company, the Limited Liability Company is ₦65,500, also all-inclusive.

For a single terminal, a kiosk or a phone shop, a Business Name usually does the job: it gives you a registered name for your accounts, your bank records and your dealings with providers. A company becomes worth considering once you run several outlets, hold large float, share ownership with partners or bring in investors. Many agents begin with a Business Name and upgrade later.

Float, Footfall and a Network That Won’t Cooperate

Your working day is a loop of small, fast things: a queue of customers who all need cash at once, a network that drops at the worst moment, float that has to be topped up before the evening rush, and a customer whose transfer is “pending” and wants answers now. There’s no quiet hour in which to learn a government portal, and it shouldn’t take one. We’d rather handle the registration so your attention stays on the counter. Once done, your business has a recognised name for your records, your dealings with providers and your bank.

Frequently Asked Questions

How much does CAC registration cost for a POS or telecom business in Ondo State? ₦35,500 all-inclusive for a Business Name, the same wherever in the state you operate. A Limited Liability Company is ₦65,500 all-inclusive.

What do I get for the ₦35,500? The name search and reservation, the completed CAC filing, the government fee, your Certificate of Registration (soft copy), a TIN and a CAC Status Report.

How long does registration take? Usually 5–7 working days once your details and payment are in.

Do I have to register my POS business with CAC? The CAC has said POS operators must register, while AMMBAN has argued that individual agents are not required to. Requirements have also been changing, so check what your bank, fintech or super-agent currently asks for. Either way, a registered name is a useful foundation.

Is a Business Name enough for a POS or phone business? For most single-terminal agents, kiosks and small shops, yes. It gives you the registered name to trade under. A company becomes worth considering with several outlets, partners or investors.

Does the certificate replace onboarding with my bank, fintech or super-agent? No. Providers have their own verification and agreements. CAC registration gives your business the legal name you present to them.

Do I need to register agency banking as a separate activity? The CAC and CBN have said agency banking should be registered as a distinct activity, though operators have disagreed about how that should work. Check the current requirement and any related charges, since they are separate from this Business Name registration.

Do I need NCC approval to sell airtime and data? Resellers usually work under agreements with network operators or distributors. NCC licences relate to providers of telecom services, and device approvals may apply if you import phones. Confirm what applies to your activity.

I sell phones and run a POS. Do I need two registrations? No. One registration covers your business as a whole, and you can describe both activities in the nature-of-business field.

Can I register if I work from a kiosk or an umbrella stand? Yes, as long as you can give a business address in Ondo State and its LGA. Send the market or kiosk address you use.

Can I register before I get my terminal? Yes. You need an address and LGA for the application, so send the location you plan to use.

Do you register businesses outside Akure? Yes. We register POS and telecom businesses throughout Ondo State, from Owo and the Akoko towns to Okitipupa and the coast, at the same price and turnaround.

What if my proposed business name isn’t available? Send a backup name and we’ll check it straight away. Two or three options ready keeps things moving.

Will the certificate help with bank or fintech onboarding? Banks and fintech providers often ask for proof of registration, so the certificate is a useful document to hold. It does not guarantee approval or any particular limit.

Can I open a business bank account with the certificate? Yes. A CAC certificate is one of the main documents banks ask for, together with your ID and other details.

Is the TIN included? Yes. A Tax Identification Number is part of what you receive for the ₦35,500.

Do I get a printed certificate? We send a soft copy by WhatsApp, and you can print it at any business centre whenever it suits you.

Do I have to file anything with CAC in later years? Registered businesses have annual returns to file. It’s a small, separate step, and we can help when the time comes.

Can I upgrade from a Business Name to a Limited Liability Company later? Yes. Many agents start with a Business Name and convert as they add outlets or partners. We can assist with the conversion.

When does it make sense to start with a Limited Liability Company? If you’re building a multi-outlet operation, sharing ownership, or a provider or investor expects a company structure, it’s worth considering from day one.

I run several outlets and attendants. Do I need a separate registration for each? One registration covers your business as a whole. Premises-level permits and levies may attach to each location, so confirm those for every outlet.

I’ve been operating without registering. Is it too late? No. You can register at any stage, and the process is the same. Check separately what your provider currently requires.

Does a Business Name separate my personal money from the business? It doesn’t give you legal separation of your personal assets; only the Limited Liability Company does. It does let you open a business bank account, which makes it easier to keep records tidy.

How should I describe a POS business in the application? Keep it plain and broad, for example “POS and agency banking services” or “POS, airtime and data sales and phone accessories”.
