Why Agent Banking Rules Make a Registered Name Worth Having
POS operators work under tighter rules than they did a year ago. The Central Bank of Nigeria issued revised Agent Banking Guidelines on 6 October 2025, and set 1 April 2026 as the date for two of their biggest changes: every agent works with a single principal or super-agent network, and agents operate from a designated location. The guidelines also expect agents to display the names and logos of their principal and super agent, along with their services, charges and customer-care details, and they allow the CBN to inspect agents directly and sanction those who breach the rules. In short, an agent is meant to be a traceable, identifiable business, and a registered name is the simplest way to be one.
Telecom retail has its own version of this. The Nigerian Communications Commission has directed that SIM registration take place only in a controlled environment, meaning a permanent structure, and that each registration be traceable to a specific agent. A fixed shop or kiosk in Port Harcourt, Obio-Akpor, Eleme or Bonny that trades under a registered name fits both sets of rules far more naturally than an itinerant table does.
CAC registration is not a CBN or NCC licence, and it does not make you an agent. You still need an agreement with a bank, a mobile-money operator or a licensed super agent. Confirm the current enforcement position with your principal, since details can change after publication. What registration gives you is the legal name those parties will deal with.

What Falls Outside This Registration
Your certificate establishes the business. These items sit with other bodies or with your own preparation:
- Printed copies of your certificate, which is delivered as a soft copy for you to print locally
- Your agreement with a principal: a bank, mobile-money operator, microfinance bank or licensed super agent, who handles onboarding, terminals and agent codes under the CBN Agent Banking Guidelines
- Choosing and sticking to a single principal or super-agent network, as the guidelines now require, and displaying their branding and your charges at the outlet
- NCC rules for SIM registration, which require a controlled environment, and any NCC licensing if you move beyond retail into providing telecom or internet services yourself
- CBN licensing, such as a payment solution or terminal service provider licence, if you ever operate your own payment platform instead of acting as an agent
- Local government and state permits, signage and premises approvals for your shop or kiosk
- A reliable power and connectivity setup, because terminals and networks fail without them
- State and federal tax obligations that apply to your business
- Opening a business bank account with your chosen bank once the certificate is in hand
- Annual returns filing in later years, a small separate step we can also help with
What Your ₦35,500 Covers
One payment includes CAC’s official fee and ours, with nothing added afterwards. If you would prefer to start as a company, a Limited Liability Company is ₦65,500, also all-inclusive.
- Name availability search on CAC’s register
- Reservation of the name you choose
- Preparation and submission of your Business Name application
- CAC’s official filing fee
- Certificate of Registration, soft copy
- Tax Identification Number (TIN)
- CAC Status Report showing your business as active on the public register
Business Name vs. Limited Liability Company
| Business Name | Limited Liability Company | |
|---|---|---|
| All-inclusive cost | ₦35,500 | ₦65,500 |
| Separates you from the business | No | Yes |
| What you receive | Certificate + Status Report + TIN | Certificate + Status Report + Memart + TIN |
| A sensible choice for | Solo POS agents, airtime and data resellers, single-outlet shops | Multi-outlet operators, agent networks, businesses with partners or investors |
For a single terminal or a one-shop telecom business, a Business Name is usually all you need to trade under a proper name and open a business account. If you plan to recruit your own agents, run several outlets or bring in a partner, the company structure becomes more attractive, because money passes through your hands and the business stands apart from your personal assets. Starting with a Business Name and upgrading later is common.

Behind the Counter, the Queue Doesn’t Wait
If you run a terminal or a recharge counter, you know the rhythm: a rush at the start of the month, a customer who needs cash before the bank opens, a network that drops at the worst moment, and a float that has to be balanced by closing time. Filling in a registration form while a queue forms is not how anyone wants to spend that time. A registered name is one piece of the business we can take off your hands entirely, and once it is done your outlet trades under a recognised name on receipts, supplier invoices and bank paperwork.
A Good Match If…
Different business owners want different things from an agent — this is who we serve best:
- You’re serving a queue of withdrawals, transfers and top-ups all day, and can’t step away from the counter to work through CAC’s portal.
- You’re growing from one terminal toward several outlets, a sub-agent network or a partnership with a fintech, and want a registered name to grow under.
- You want a recommendation that fits your size — not the biggest package by default.
- You want a process without back-and-forth — send your details once, pay once, and there are no surprise charges afterwards.
If that sounds like you, send your business name and we’ll get started.
Frequently Asked Questions
How much does CAC registration cost for a POS or telecom business in Rivers State? ₦35,500 all-inclusive for a Business Name, the same anywhere in Rivers State. A Limited Liability Company is ₦65,500 all-inclusive.
What does the ₦35,500 cover? The name search and reservation, the completed application, CAC’s official fee, your soft-copy Certificate of Registration, a TIN and a CAC Status Report.
Is a Business Name enough for a POS business? For a single agent or a small shop, yes. It gives you the legal name to trade under. Your agent arrangement with a principal is separate.
Does CAC registration make me a licensed POS agent? No. Agent status comes from your agreement with a bank, mobile-money operator or licensed super agent under the CBN’s Agent Banking Guidelines. CAC registration gives you the registered business behind that agreement.
Will banks and fintechs ask for my CAC certificate? Principals set their own onboarding requirements, and proof of business registration is a document many ask for. Check with the one you plan to work with, because requirements differ.
Can I run terminals from several providers under one business name? The CBN’s guidelines limit agents to a single principal or super-agent network from 1 April 2026. A Business Name does not change that rule, so confirm the current position with your principal.
Can I register POS services and airtime sales under one name? Yes. Describe the nature of your business broadly, such as “POS, airtime and data services”. Each activity may still carry its own rules with the relevant provider.
Does a phone repair or accessories shop register the same way? Yes. Describe what you do in plain words and we register it the same way, at the same price.
Do I need a registered name to run a SIM registration point? The NCC’s rule is that registration must happen in a controlled environment and be traceable to a specific agent. Your arrangement with the network operator governs that, and a registered name helps you operate as an identifiable business.
Do I need a physical shop to register? You need a business address in Rivers State and its LGA for the application. The CBN and NCC rules also point towards a fixed location, so choose an address you intend to trade from.
I’m a sub-agent under someone else’s network. Do I need my own registration? Your super agent or principal sets its own onboarding rules. Registering gives you a legal identity of your own, but it does not guarantee that any network will take you on.
Does registration guarantee that a bank or fintech will onboard me? No. Onboarding is the principal’s decision. Registration gives you a documented, registered business to present.
Do you register operators in riverine areas such as Andoni and Opobo/Nkoro? Yes. We register businesses across all of Rivers State, from Port Harcourt and Obio-Akpor to Bonny, Ahoada and Okrika, at the same price and turnaround.
Can I open a business bank account with the certificate? Yes. A CAC certificate is one of the main documents banks ask for when opening a business account, along with your ID and other details.
Is the TIN included? Yes. A Tax Identification Number is part of what you receive for the ₦35,500.
Will I have to file anything with CAC in later years? Registered businesses file annual returns. It is a small, separate step and we can help when the time comes.
What if the name I want is already taken? Send a backup name and we’ll check it straight away. Two or three options ready keeps things moving.
Can I upgrade from a Business Name to a Limited Liability Company later? Yes, and many businesses do as they add outlets or partners. We can assist with the conversion.
When does it make sense to start as a Limited Liability Company? If you plan to manage a network of agents, run several outlets, or bring in partners or investors, the company route is worth considering from the start.
