What the 2026 PoS Rules Mean for Operators in Zamfara
In a public notice dated 6 December 2025, the CAC said that from 1 January 2026 no PoS operator would be allowed to operate without CAC registration. It cited the Companies and Allied Matters Act 2020 and the CBN’s agent banking rules, said fintechs onboarding unregistered agents could be reported to the CBN, and warned that unregistered terminals could be seized or shut down (ICIR, BusinessDay). ThisDay reported that the CAC’s position includes registering agent banking as a distinct business activity, so we word your nature of business to cover it, though you should confirm the current CAC guidance.
Separately, the CBN issued revised agent banking guidelines in October 2025. Reports say that from April 2026 each PoS agent must work with a single principal, such as a bank, super-agent or mobile money operator, that terminals will be geo-tagged, and that agents must use agent code 6010. Operators’ groups asked the CBN to review the timeline, so check the current position with your principal and the CBN (Techpoint, bne IntelliNews).
Zamfara has been part of this story for some time. The CBN’s Gusau office held a sensitisation session for PoS operators in the state in 2023, and under the previous administration a state programme supplied PoS machines and seed capital to 300 young people and women, although we could not confirm its date. CAC registration is only one piece: your principal’s onboarding, the CBN guidelines and any local permits are separate. A certificate does not make you an agent and does not guarantee onboarding with any provider.
Outside the Scope of This Registration
CAC registration gives your business a legal name. These items are separate and handled with the relevant bodies:
- Printed copies of your certificate, which comes as a soft copy for you to print locally
- Onboarding as an agent with a bank, mobile money operator or super-agent, including their KYC checks and agreements
- Compliance with the CBN’s agent banking guidelines, such as agent code, terminal geo-tagging, branding and exclusivity rules, as they apply to your role
- NCC licences or authorisations if you offer internet, bulk SMS or other telecom services beyond reselling airtime and data
- NCC type approval for any wireless or communications equipment you import and sell
- Local government permits for your shop, kiosk or stand, to be confirmed with your LGA
- Tax obligations on your income, including VAT where it applies
- Insurance, if you want cover for cash and equipment
- A business bank account, opened with your chosen bank once the certificate arrives
- Annual returns in later years, a small separate step we can also help with
Business Name vs. Limited Liability Company
| Business Name | Limited Liability Company | |
|---|---|---|
| All-inclusive cost | ₦35,500 | ₦65,500 |
| Personal liability protection | No | Yes |
| Documents received | Certificate + Status Report + TIN | Certificate + Status Report + Memart + TIN |
| Best for | Individual PoS agents, airtime resellers and small kiosks | Agent networks, aggregators, and businesses with several outlets, partners or investors |
A Business Name usually suits an individual agent or a small kiosk: it gives you a registered name for your principal’s onboarding, your bank account and your signage. A company becomes worth considering if you run several outlets, recruit sub-agents, share ownership or work with a principal that asks for a company structure. Ask your principal which registration type it accepts before you choose.
Registering PoS and Telecom Businesses Across Zamfara State
The fee, requirements and timeline are identical in every local government area. Here is how our coverage looks across the 14 LGAs.
Capital and main trading centres
- Gusau — the state capital, with bank branches, busy markets and the steadiest cash-in and cash-out demand
- Kaura Namoda and Talata Mafara — PoS terminals and recharge kiosks serving large town markets and the communities around them
Mid-sized towns
- Zurmi, Shinkafi and Maradun — agents and resellers serving local markets and travellers
- Bungudu and Maru — kiosks and PoS operators along the main routes
Smaller towns and rural communities
- Anka, Bakura and Gummi — agents who often serve communities where bank branches are far away
- Bukkuyum, Chafe and Birnin Magaji/Kiyaw — PoS and recharge businesses close to the households they serve
If your terminal, kiosk or shop is anywhere in Zamfara State, we can register it.
Float, Network and the Queue at Your Kiosk
A PoS operator’s day is a chain of small interruptions: a failed transaction to retry, float to top up before the next customer arrives, a queue that grows on market day and a network that drops at the worst moment. Paperwork has no place in that rhythm. Hand over the registration and your business name will sit on your signage, your principal’s application and your bank details, while you stay at the terminal serving the next customer.
A Good Match If…
Different business owners want different things from an agent — this is who we serve best:
- You’re behind the terminal from morning till night — watching float levels, retrying a failed transaction, counting cash — and you can’t close the kiosk to chase paperwork.
- You’re growing past one terminal — a second kiosk, sub-agents of your own, or added bill payments and airtime — and you want a registered name on your applications to principals.
- You value a straight answer over a sales pitch — if a Business Name is enough for where you are, we’ll tell you that, not upsell you into the LLC.
- You want one message to actually mean one message — no chasing documents back and forth, no surprise extra fees once you’ve paid.
If this describes you, we’d be glad to take the paperwork off your hands.
Frequently Asked Questions
How much does CAC registration cost for a PoS business in Zamfara State? ₦35,500 all-inclusive for a Business Name, the same in every LGA. A Limited Liability Company is ₦65,500 all-inclusive.
What do I get for the ₦35,500? The name search and reservation, the completed CAC application, CAC’s government fee, your Certificate of Registration (soft copy), a TIN and a CAC Status Report.
Is a Business Name enough for a PoS business? For most individual agents and small kiosks, yes. It gives you the registered name that principals, banks and customers expect to see.
When would a Limited Liability Company make sense? If you run several outlets, recruit sub-agents, share ownership, or work with a principal that requires a company. Otherwise the Business Name is the cheaper starting point.
Do I have to register with CAC to run a PoS business? CAC announced that from 1 January 2026 no PoS operator would be allowed to operate without registration. Confirm the current enforcement position with the CAC and your principal.
Does CAC registration make me a licensed agent? No. It gives you a registered business name. Agent banking is carried out under a bank, mobile money operator or super-agent following the CBN’s guidelines.
What nature of business should I write for a PoS business? Keep it simple and broad, such as “PoS and agent banking services” or “airtime, data and payment services”. Send what you do and we will word it correctly.
Can I include airtime, data and bill payments in the same registration? Yes. Describe all the services you offer, and one registration covers them.
Will a fintech or bank accept my certificate for onboarding? Principals commonly ask for proof of registration, so the certificate is a useful document. Each provider has its own onboarding checks, and a certificate does not guarantee approval.
Can I work with more than one principal? Reports say the CBN’s revised guidelines require each agent to operate with a single principal from April 2026. Check the current rule with your principal and the CBN.
I operate from a kiosk or umbrella stand. What address do I use? Use the fixed address where you trade, with the LGA. Reports say terminals are being geo-tagged to a location, so a stable address is sensible.
Can I use my home address? Yes, if that is where your business is based. The application needs a business address in Zamfara State and its LGA.
I don’t have a shop yet. Can I still register? You need an address in Zamfara State and its LGA for the application. If you are still arranging premises, send the address you plan to use.
Do I need a separate registration for a second outlet or terminal? One registration covers your business as a whole. Rules on terminals and locations are set by your principal and the CBN, so confirm what applies to each outlet.
Can partners register a PoS business together? Yes, a Business Name can be registered by one person or by partners. If you want the business to stand apart from your personal assets, look at the Limited Liability Company.
Can an aggregator or agent-network manager register? Yes. The CAC notice covered super-agents and aggregators as well. Your CBN obligations are separate from CAC, and a company structure may suit a network.
Do internet and Wi-Fi resellers need anything else? Reselling internet or SMS services can involve NCC requirements, depending on what you offer. These are separate from CAC.
Can I register a business centre or cyber café under the same process? Yes. Describe the services in the nature of business, for example “business centre, printing and online services”.
Is the TIN included, and does it cover my taxes? The TIN is included in the ₦35,500. Tax obligations on your income are separate.
Can I open a bank account with the certificate? Yes. A CAC certificate is one of the main documents banks ask for when opening a business account, along with your ID and other details.
Will a certificate help me qualify for loans or grants? Lenders and programmes often ask for proof of registration, so it is a useful document. It does not guarantee any loan, grant or approval.
Are there CAC filings in later years? Registered businesses file annual returns. It is a small, separate step, and we can help when it falls due.
Can I use words like “Bank” or “Payments” in my name? Names that suggest a bank or financial institution can be restricted. We check this during the name search, so send your preferred names and we will tell you what is available.
Can I use my principal’s brand name in my business name? It is safer to choose your own name. Names too close to existing registered names may be unavailable, and branding rules are set by your principal and the CBN’s guidelines.
I already operate without registration. Can I register now? Yes. Send us your preferred name and we will check it and start the process.
Do you register businesses outside Gusau? Yes. We register businesses across all 14 LGAs in Zamfara State at the same price and turnaround.
Is the price the same in Zurmi, Anka or Shinkafi as in Gusau? Yes. ₦35,500 and 5–7 working days apply wherever in the state your business is based.
What if my first-choice name isn’t available? Send a second name and we will check it straight away. Having two or three options ready keeps things moving.
Can I upgrade from a Business Name to a Limited Liability Company later? Yes. Many agents start with a Business Name and convert as the business grows. We can help with the conversion.
What documents do I need for a Limited Liability Company? The same basics as for a Business Name, plus the names, ID and details of each director and shareholder.
How do I receive my certificate, and can I print it? It is sent to you as a soft copy on WhatsApp. You can print it locally whenever you need a hard copy.
Ready when you are. Send your business name on WhatsApp → and we’ll start the name search.
